Education
Ph.D, Env.Science, 1978, University of Virginia
Ph.D. in Terrestrial Ecology from the University of Virginia in 1978; J.D. in Law from Widener University School of Law, Wilmington, Delaware in 1990. He is an R&D Staff Member in the Environmental Analysis Group of the Environmental Sciences Division. He has conducted analyses of terrestrial impacts from proposed hydropower projects for the Federal Energy Regulatory Commission, clean coal projects for the Department of Energy (DOE), and chemical stockpile disposal projects for the U.S. Army. Ecological risk assessments for aquatic and terrestrial organisms, including to threatened and endangered species, have often been the focus of these analyses. He has prepared regulatory guidance and interpretation documents for DOE on subjects ranging from wetland regulation to radioactive PCB handling and disposal. Protection of native ecosystems, including watersheds, from invasive plant species, is a current research and operations.
